Purchases Clearing

When entering a bill for a PO and the price on the bill is different than the po, NS throws the difference into Purchases Clearing.  Does this account just build up forever.  Shouldn't this difference be reflected in COGS when the item sells, or be expenses somehow.  Am I missing something?
