Sales Tax Payments off

When we pay Sales Tax (Transactions > Bank > Pay Sales Tax) it doesn't seem to work properly.  Yesterday we paid for the month of July and when we went back in and entered 07/31/10 as the "End Date" again, it's like the amount never got recorded!  I checked and it did get deducted from our checking account in Netsuite.  So why is the amount still showing up when I enter the same end date?

I then radomly entered 12/31/08 as an "End Date" and it showed we owed Sales Tax for back then even!  We paid for the whole 2008 and 2009 year so why are these amounts coming up on this page for 2008!?
