pdfs not opening in chrome as of today for ALL users

Open any sales order or PO, select messages tab, click view, select attachments tab, click pdf.

Chrome tries to pop a window and fails.
This problem is new, today, for all chrome users. Everyone has varying versions of Chrome, as well as Adobe, and yet everyone is hitting the issue.

This is an example of the link that fails, so it looks like it may have something to do with the previewMedia function and what it returns:
