Automatic "failed credit card" Email Alert

Does anybody knows what the best practice is around setting up an email alert to customers who's credit card bounce? When creating a Cash Sale, if a credit card does not goes through the gateway, the cash sale will not get saved. Thus, there seems to be nothing to look for. Any ideas?
