Update default exchange rate message

I was wondering if there is a way to prevent the "update default exchange rate" pop-up from appearing when the default rate is overridden on any given transaction. If the pop-up can't be stopped is it possible through role security to block the update of the rate table even if someone clicks "OK"?

Our client has multiple data entry people who can't help themselves but to click "OK"...
