Tax item not defaulting

We recently starting using AVATAX service.

We have set up in Accounting | Set Up Taxes | to have the tax code for new customers default to AVATAX.

However no new customers, leads, prospects are getting this default added when they are created.

Am I misunderstanding how this is supposed to work or is this a defect?

I filed case 1287292 two days ago and have not received ANY response except the auto email. That's never happened before, what's up?
