Creating a sales order that we can forecast but not invoice

We have a unique situation when it comes to how we want Netsuite to organise the accounts and at the same time, leverage the functionality within Netsuite. We are an agency that has a sizeable chunk of our revenue coming from affiliate sales where we earn a commission for driving traffic to merchant sites, usually on a Cost Per Acquisition basis, ie for every person who makes a sale we earn a commission of that sale.

Within our industry there are affiliate networks. These affiliate networks serve to help publishers (such as us who help drive traffic to merchant sites) and merchants.  These affiliate networks  help advertise/meet/co-ordinate the logistics involved (eg tracking of sales, taking payment, integrating the tracking etc) between the two parties.
