Restrict Sales by State

Our sales are regulated by state governments. We want to know how we STOP sales transactions from being allowed to specific states.

We have, for example, the following states that do not allow us to sell our products:
- Oregon
- Kentucky
- Florida

Four (4) use cases:

1. A user has a billing address from an allowed state and is shipping to an allowed state. SALES in this manner should be allowed for online. SALES ORDER processing should be allowed by a salesperson.

2. A user may have a billing address from a restricted state and have products shipped to an allowed state. SALES in this manner should be allowed for online. SALES ORDER processing should be allowed by a salesperson.
