Minimum Price?

We have a custom field on all of our Items called 'Item Category'.  We use this to separate items.  For example, we have a category for 'Bulk Cable' and one for 'Parts'.  What we would like to be able to do is set minimum pricing on a couple of them.  For instance, we would like 'Bulk Cable' to be set at a minimum of 40% mark-up.

We thought of Pricing Groups, but that would require every customer to have that pricing group and each item to be listed in that pricing group as well.

Any thoughts on this?
