Removing quantity Breaks on the Base price level

First off I only use 1 price level, Base Price.  I have a large number of items (3750) that have a quantity discount entered on the item record where Qty=0 the price is $10 and if the customer buys 6 or more it would be Qty=6 and price is $9.

I would like to remove the quantity discount for most of the items because we have changed our way of business for this product line.
I have tried to do a CSV import with USA, Base Price, Null and Qty 6 plus specifying the original USA, Base Price, 10 and 0 but I keep getting an error that I must enter the missing price(s).
