Entering Purchase Requests on behalf of an employee (proxy functionality)

Hello,

We have Executive admins here that enter purchase requests on behalf of several executives, sometimes across different departments.

I know that employee center is locked down so users can only enter purchase requests for themselves.  Is there any way to enter purchase requests on behalf of someone using a full access role without allowing the user to enter PR's for everyone in the company?

Right now, I have created multiple dummy employee records for separate logins, so the user will login under a different employee login in the employee center depending on who she wants to enter the PR for.  This is cumbersome, and definitely not a long term solution.
