Merge Accounts Error

We are trying to merge some General Ledger accounts and 95% of the merges have worked, but with a few accounts we get an error message:

"This record cannot be deleted because it is referred to by other records."

This is even happening with an account that has no entries made at all!

I'm not sure where to look for what records could be attached to it?
