Reporting: Transaction Report that includes budget data

I want to do a report of actuals and budget data that I can set up as a webquery. As a result I cannot use the financial statements based reports. I am using the "Transactions" report but only seem to be able to pull actual data. Is there a way to get budget data out of netsuite via a webquery?
