Split quote/sales order into subcustomers

We currently have a business need to split services between recurring and implementation items, and then split recurring services amongst customers and their sub-customers. 

Here's a typical scenario:
A Client (reseller) is given a single quote for 10 enterprise package items (recurring) and 10 implementation fees for those packages.  Once a contract is signed, the Client (reseller) needs to be billed for the 10 implementation fees, while each sub-customer (end user) that is receiving a package needs to be billing for 1 of the package items.

Our challenge is that during the initial quote the client (reseller) is receiving a single quote for the total price of packages and implementation fees, approving it, and paying for the implementation portion.  We are currently manually backing quantities out of the sales order at the client (reseller) level and creating a new sales order with just the items for each sub-customer (end user).  This is extremely time consuming.
