Price Levels not working?

I've been combing the Help file and user group for hours now and cannot seem to get my price levels to work.  I ensured that "Multiple Price Levels" is enabled, created "Price Level X", assigned a $0 value to that price level for a particular item, and created a sales order for it.

When entering the item on the sales order, I am able to select "Price Level X" and see that the cost should be $0.  But when I click "Add" on the item line, the price returns to the Base Price even though the Price Level still says "Price Level X."
