Exchange Rate During Item Receipt

Hi All
I have a new employee who has role of "Warehouse Manager" and "Sales Adminstrator".  When doing item receipt on a PO, he cannot change the exchange rate.  However, me as an administrator can do so.

Which role do I turn on to enable the edit of the exchange rate during item receipt?
