Billing Sales order before fulfillment

Dear Support,

I would like to create Invoice from Sales Order which has status Pending Fulfillment.
Is there possible to create Invoice before Fulfillment, so the process will be Sales Order - Invoice - Delivery Order?

This transaction scenario is used for Service Item.
