Quantity Pricing default set to maximum for certain customers

Hello, I am currently using qty pricing for most of our products of which we offer certain discounts for certain volumes.

ie purchase 1 item at std price
purchase 3 and receive 15% discount.

This works great, however we often have customers that we offer that they always receive the 3 price even if they only order 1.

How can i set it up so that the customer will automatically get the 3 buy price all the time.

Currently we are having to manually change the price every time a sales order is put on our system.
