COGS: NS prohibits on items and bill

I spent the weekend preparing our English NS account (we have been using NS years in the US and Taiwan).  As opposed to the US and Taiwan accounts, NS will not allow us to assign COGS accounts to items (other than inventory) or to bills in the English account.

It's a big issue. Is there a setting I must change?  Please help.
