Canadian Tax Code

I have created a Tax Code for one of the Canadian Provinces.  When I go to create a tax schedule (or modify another one), the tax code does not show in the dropdown list under Sales tax code or Purchasing tax code (on the non US tab).  Any ideas as to why this would be?
