Fixed Asset Proposal

I have a user who is not seeing a bill transaction appear as a proposed asset.  It is a Vendor Bill, posted to a FAM account.
I think this is because the Bill is "Open".  Is this correct?
If they pay or approve the Bill, will it appear in the list of Proposed Assets?
If not, what could be wrong?
