Question about automatic billing...

Currently, we have a dedicated resource in our company just to bill sales orders.

We do a lot of partial shipments and we bill based on each fulfillment (even if there are multiple on a sales order).  So a customer might get 5 different invoices on only one order.  I would like to continue to do this, but not have a dedicated resource solely doing this.

Is there a way to do this automatically? I believe if you use advanced billing & advanced shipping (which we use) there is no way to automatically bill partial orders...perhaps I'm wrong though.

Does anyone have any insight on this?
