Can't Copy Sales Order When Using Lot Numbered Item

We have a Sales Order that was fulfilled with a lot numbered item.

Later, if a user copies the sales order, the Lot Number is fixed for the line item ("green check box"  inventory detail) and it can't be removed. 

Normally, in a new order situation, it would have a the "blue arrow" inventory detail and not need to set at sales order time.

These lineitems that are copied failed to fulfill at item fulfilment, saying they are no longer in inventory.
