How to Downsell a Sales Order prior to Fulfillment?

Here is my situation.

My sales guy created a sales order in NetSuite in 2014. Recently my customer realized that he would not need the quantity he originally ordered and like to reduce certain quantity. My problem is I have not fulfilled or billed the item on the order. How will I be able to downsell the item if I cannot create a RMA? In addition, I would like to downsell the item in 2015 instead of 2014.

Any advice would be greatly appreciated.
