Why would "Rate" column on an item line be disabled or greyed out?

Hello,

I am trying to create an estimate transaction. On choosing a specific item, the rate field gets greyed out. If I choose some other item, it doesn't. So there is some validation happening at the backend, just not sure what the validation criteria is. Any clue? It's an inventory item, and item has valid average cost on last purchase price on it.
