Enable Custom Price on sales order

Hi,

Ive got a bit of a situation with being able to apply "custom" price level on sales orders.

In all the accounts Ive worked with the transaction item fields allow for "custom" to be selected in the sales order items.

However in a particular account each time i select an item on a sales order, it doesnt allow me to override the items price by selecting "custom" from the drop down menu. Ive never seen this before as its always been present, even if i select a customer on the sales order or not.

Ive confirmed this today, by logging into another account but cant seem to find it.
