Possible to save assembly builds without writing to the database?

I'm trying to find a way to prevent finished goods from being withdrawn from inventory when an assembly build is initially created. The reason is so that someone can first approve the assembly build once its made, then save it, and then finished goods will be taken from inventory. Adding an approval step to work orders is one alternative method but its not what I need. Is it possible to do what I'm describing? My best idea right now is to add a button that mimics saving the record but won't touch inventory, though I'm not sure how to go
