Prevent Order from Creating Item Fulfillment Record

We are a 100% credit card shop.  When sales orders are entered, is there a native way to prevent an item fulfillment record from being created if there is no credit card authorization present?  Our (manual) workflow dictates that credit authorization must be done before the fulfillment process begins but we're still having a few sneak through.
