User can edit bill before and after approval

User needs ability to edit vendor bill before approval (if approver has corrections); however, once bill is approved I do not want user to be able to edit bill.  If this possible?  I think once I give the user "Edit" permissions on "Bills" that user is able to edit before an after approval.  This is creating an issue for us.  Any ideas are appreciated.  Thank you.
