Cannot edit Purchase Order

I created 2 POs that are identical except for the item quantities and the PO total. The PO with a total of $6.37 is editable. The PO with a total of $48,000 is NOT editable. Both POs are Pending Receipt. Approval routing is not enabled. I cannot find any limits on the vendor, item, accounting preferences, etc. Any thoughts on why this is happening?
