Sales Rules/Territories & Imports

Can anyone tell me if sales rules & sales territories are honored when importing a csv file?

Our situation:
We have configured sales territories by state and assigned to a sales rep.  Example:  All unqualified leads in Minnesota are assigned to Tim McGraw.

Would the sales rep/sales territory values need to be included in the CSV import?
