Updating Address Label

Is there a way to update the 'Label' field of a customer address through a CSV import?  We have a list of addresses that we know are undeliverable.  We want to set the label for all these addresses to 'Undeliverable' or something like that, but because the address is updated based on the label field, I can't get this to work.  Any ideas?
