Permissions don't make sense

I have restrictions in place for sales reps. They should only see their own customers. This works fine on transactions. But... if they go to Transactions > Employees > Track Time they can pull up an entire list of Customers - not just theirs.

This problem carries through to Transactions > Customers > Invoice Billable Customers. All customers that have time entered as "billable" display in the list, EVEN if they do not belong to the sales rep.

Am I missing something or is this a bug in permissions?
