Multiple Supervisors

Any suggestions appreciated:
We want to allow 4 people to approve time for about 50 workers.  The workers rotate throughout the day so the 4 people would approve the time for the hours worked for them.  How would we allow those 4 people to see and approve only those 50 people?  I have set the roles to Employee Restrictions = self, subordinates, and unassigned and removed the supervisor and time approver from the employee records of those 50 workers.  This does not seem to be working.  The employees are not showing under approve time.  Since the 4 use direct list editing to approve
