Entering Time - Rounding to Nearest Whole Hour??? NEED HELP!

We're trying to enter time this morning and are finding that when you enter a partial hour (ex: 3.5 hours), and save the transaction, NetSuite is rounding it to 4.0 hours.  What the heck?  We've been using this feature for years (using partial hours) and now it's rounding everything to whole hours. 

NetSuite -- I need your help.  I need to do a payroll today using quarter hours.
