Limit ITEMS to assignees?

Does anyone know if you can limit items to assignees in the timecard entry system?  I was hoping, just as with jobs, that you could limit or eliminate the need for a resource to select an item to be billed against when entering time.  Therefore reducing the risk of having consultants time billed against the incorrect item?

Any help would be appreciated.....
