Billable Flag on Weekly Timesheet Entry

For some reason, the billable flag on the Weekly Timesheet Entry is coming up read only or not editable.  The program used to allow us to mark the entries as billable.  Now they are going in as non-billable (because we can't get control over it) and it forces us to have to go into individual entries to flip the flag to billable. 

Am I the only one seeing this problem?
