Adv Partner Center - Missing Roles

The pull down for the Access Tab in a custom version of the Adv Partner Center shows NO ROLES.  When a partner attempts to change a user's password he gets an "entity already exists" error when we force the role via script and a "you must assign a role message" if we do not.
