Time sheet Allocation

We are a service firm and there are times where a manager does not know which project to track his/her time to when managing a team that works on around 50 clients.  Is there a way to setup an allocation of the 8hrs per day to hit 50 job numbers, for example?  Anyone out there run into this situation?
