Role has Lists -> Shortcuts = Full but does not have "Setup Shortcuts" on portlet

I have a user with a custom role that can add shortcuts but cannot manage their existing shortcuts.  When you hover over the portlet top right, they only have New Shortcut.  I have them set to Lists - Shortcuts=Full.

Any ideas out there?
