County Sur-Tax reporting

Our buisiness is in Walton County Florida. We have different county sur-taxes here and we are having alot of trouble getting NetSuite to calculate and report these different taxes correctly.
One of the main problems is that the county sur-taxes are not flat rates. The first 5000 dollars of the transaction is all that is taxable and so simply adjusting the tax rates will not work.
I have downloaded the state tax tables and they are not much help.
I am at a loss as to what to do.
Any help would be appreciated.
