How to bill partial or short fulfillments?

Hello,

In NS, if you partially fulfill and order and then close the order without the intent of completing the fulfillment later, NS does not ask you to invoice the partial fulfillment. The invoicing must be done prior to closing the order.

Am I doing something wrong? I would like to be reminded to invoice for the partial fulfillment if a client does not need the entire order fulfilled. Is there a better way to handle this situation?
