Billable Expense Budgeting?

Is there anyway to cap billable expenses against a project?

When budgeting for projects we have specific $ allocations for travel in our PO's from the customer.  I need to track the balance of those after invoice.

Current method does not have any expense budget balance tracking capability in the system OR the Advanced project accounting tool.

Should I just be assigning an item and quantitiy to the expenses so I can see the balance to get around this problem, or is this something that is doable inside the existing system?
