Multiple Shiptos with multiple billing address

Is there a way that we can bill to separate addresses in Netsuite? As I understand NS, we should be able to set up as many addresses as we need, and simply specify a separate address when we need to. I know this can be done at the shipment phase, but can it also be done at the billing phase? If so, could you give specifics on how it is accomplished?
