PO - "Fully Billed" vs "Closed" ?

What's the difference between the "Fully Billed" and "Closed" statuses for POs?  We've got a lot of "Fully Billed" POs in the system.  Is "Fully Billed" the end of the line for a PO or should their status be "Closed" and if so How?
