Tax Code with a Maximum Taxable Amount?

We now have a county tax that only applies to the first $5000 of certain taxable sales.

I cannot find any possible way to set up a maximum taxable amount in a tax code, group or schedule. I think this must be common in a lot of county and city taxes. Especially now that they are trying to tax everything they can.:(

Does anyone know if this is possible?
