Billing Sales Orders

One of our employees has the permission to bill off sales orders except once in a while she doesn't have the BILL button available on the sales order.  This has only happened a handful of times over the past few months.  Has anyone experienced this before? Also then when I go to it I have the button available to me so its seems more of a role issue not the form.  We have different roles but both have the permission to bill sales orders.
