Credit hold - on hold flag not working

Has anyone else noticed that you suddenly (in the last week or so) it is possible for shipping to fulfill an item even though you have set the hold flag to on?  The hold flag stops us from billing, but not shipping.  We use this flag sometimes to if we need to make sure that something is done before an order is shipped (say we need payment, or we need to contact the customer for some reason), and having the order be able to ship is a problem.  If someone is on credit hold, that means we don't want anything
