new sales tax rates

I am wondering if there is an easy way to update all open orders when there is a tax rate change.  4 cities and one county in CA have changed their rates, and I would like to make sure that the correct tax rate is charged when the order is billed.  It doesn't appear that transactions update to the new rate automatically.
