Authorize Return before Sales Order Billed

We have a scenario where we would like to issue the RMA to our clients and in our system before the Sales Order is processed.

Currently NS looks like it will not show the authorize return Button in an SO until it is processed.

Is there a way to have it show or a way to produce an RMA while the SO is still in pending approval or fulfillment status?  We want to use the function of all of the info automatically transferring over to the RMA and linking together.
